Back in the 60's someone came up with the 'Peter Principle', which postulated: "Employees tend to rise to their level of incompetence."
Now in the era of Hope and Change, we have the 'Obama Principle': "Federal employees tend to rise to their level of incompetence. And will be promoted when they get there."
