A Very Repealing Idea.

The case for the 'Repeal Amendment":
Any provision of law or regulation of the United States may be repealed by the several states, and such repeal shall be effective when the legislatures of two-thirds of the several states approve resolutions for this purpose that particularly describe the same provision or provisions of law or regulation to be repealed.
If you couple this with an Amendment to clarify the Commerce Clause (if it don't cross a State line, it ain't interstate commerce) a balanced budget Amendment (duh!), and a taxpayer liability limitation Amendment (Max. 15% Federal income tax rate, and one rate for all for all), then you've gone a long way to restore the Federalist balance the Framers wanted - and the Progressives undermined.
