Brevity...

...Is the soul of good legislation. And this bill to cap all Federal spending at 20.6% of GDP is, in the greater scheme of politics, refreshingly brief.

Yes, it says cap ALL spending. About damn time.

Cap? Cap? since WWII, no matter what the marginal tax rate gas been, receipts have averaged ~18%. So, 20.6% is an automatic, permanant, 2.6% deficit. How 'bout we cap it at income?
